is it really that difficult for Transport for London to comprehend?
Sexual Assaults and Rape in Minicabs throughout London, England up 54% on last year, 2009/2010.

ARecipe for Disaster.
Ineffective "Enhanced" CRB checks (Please read),
Coupled with Heavily Blacked out Windows (H-BOW's) in London's Minicabs/Private Hire Vehicles. A recipe for Sexual Assault and Rape in these vehicles...
And now, "Enhanced" CRB Checks are to be scrapped when checking prospective Minicab/Private Hire Drivers. We believe on this w/site that "Enhanced" CRB Checks were, and continue to be ineffective based on independent evidence on this w/site along with Transport for London's own admittance, that they can, indeed, be ineffective. Now when CRB Checks are to be watered down it will mean even more increased Sexual Assaults and Rape in Minicabs/Private Hire in London. So, why add to a problem that is already there by allowing Heavily Blacked out Windows in Minicabs/Private Hire Vehicles? Also, with an estimated 700+ (TFL figures) new minicab drivers coming onto the streets of London every month, the situation, we believe, will get worst. TFL's own figures are that 80% of all minicab/private hire drivers were born outside of the UK, and they, TFL admit checks can be ineffective outside of the UK.
With these Statistics in 2002 and These in 2009/2010 we would like to ask Transport for London (TFL) just one simple question:
"Why have you allowed H-BOW's in Minicab/Private Hire Vehicles in London with the Statistics you have at hand? We sent an email to Peter Hendy, Commissioner of TFL, (Video) asking him just that question. We also asked him to consider removing these Heavily Blacked out Windows... they have refused. You can read our letter and their response to that letter here. Common sense tells us all that under these circumstances, H-BOW's must be a contributory factor to Sexual Assault and Rape.
Just as worrying is that London Mayor, Boris Johnson has written, (Dated 4th March, 2011) to Theresa May, The Secretary of State, Home Office voicing his concerns Furthermore, Peter Hendy has also written to the Home Office, also voicing his concerns. Both are attempting to have "Enhanced" CRB Checks maintained. So, in retrospect it's not that these two people are not aware of problems regarding Sexual Assaults and Rape in minicabs, it's their sheer ignorance in admitting that Heavily Blacked out Window are a disaster in these vehicles, with or without Enhanced CRB Checks.
Heavily Blacked out Windows in these vehicles with TFL's statistics above, and the independent evidence on this w/site is like Throwing petrol onto a smoldering flame. And now, even worst, with the suspected downgrading of the "Enhanced" CRB Checks, this will, without a doubt attract, like a magnet, even more perverts, rapists and suchlike into the minicab trade in London, and indeed the whole of England and Wales. This coupled with H-BOW's can only exacerbate the problem. Are TFL Negligent is supplying a safe Transport Infrastructure based on the statistics they have, and their letter sent to us? H-BOW's are merely a Fashion Accessory, and serve no real purpose to a London Transport infrastructure. So, why are they allowed by TFL when TFL are fully aware of all the statistics?
